Section 941.02(h) states the rule in one sentence: no person other than City employees shall collect or haul garbage within the corporate limits of the City. Read against the rest of Chapter 941, this makes City sanitation crews the only lawful collector of household and business garbage, as opposed to a system where residents can hire any private trash company. The exclusivity works together with Section 941.02(a), which requires garbage receptacles to be moved to the front line of the premises for each scheduled collection, and with Section 941.04, which puts the Director of Public Service in charge of dividing the City into collection districts and fixing each district's weekly pickup day.

Because the City itself is the sole collector, service is not opt-in the way it might be with competing private haulers: premises where garbage accumulates are billed for collection under Section 941.06 and 941.07 regardless of whether the occupant separately contracts for a dumpster, and unpaid sanitation charges become a lien on the property collectible with real estate taxes. The exclusive-collector rule is distinct from Section 941.05, which lets the City license private contract rubbish haulers and salvage dealers, but only for rubbish or industrial waste collected in containers of eight cubic yards or more, a different category from ordinary household garbage covered by 941.02(h).
