02(f) prohibits throwing or depositing garbage upon any public or private property within the corporate limits of the City, carving out only the same composting-pursuant-to-law exception that applies to the burial ban in subsection (e). That means dumping food waste, animal matter or other garbage on a vacant lot, roadside, or someone else's yard is a straightforward violation regardless of who owns the property being dumped on. 01(a)(2), upon any public or private property within city limits unless it is done in compliance with the procedures described in the chapter, such as placing it in approved containers for scheduled collection.

Together the two provisions close off dumping garbage or rubbish anywhere outside the City's own receptacle-and-collection system described earlier in the chapter. 99, which fines violators up to one hundred dollars and treats each day a dumped pile remains as a separate offense, giving the City a running incentive for prompt cleanup rather than a single flat fine.
