Under § 52-4, the Recycling Coordinator is the Enforcement Officer and can issue Notice of Warnings and Notices of Violations and Order to Pay Penalties. A firm, entity, business or similar organization is fined not less than $50 nor more than $500, and a residential property owner not more than $25. Under § 63-17.1, open-top bin violations carry a fine not exceeding $500 or imprisonment not exceeding 90 days, or both.
