Bin-placement rules in Edison have three operational requirements. (1) Timing: containers should be set out the morning of collection, by 6:00 a.m. Putting cans out the night before is widely tolerated but is not authorized by the ordinance, and any bin set out more than 24 hours before collection is a Chapter 21 violation. (2) Container type: only Edison DPW-supplied or approved containers are eligible for collection. Plastic bags placed loose at the curb, cardboard drums, and plywood/paper containers are themselves disposed of as garbage. Recycling containers should be tightly covered to prevent litter. (3) Location and obstruction: containers must be placed at the curb in a location that is accessible to the collection truck. The DPW rule is explicit: 'obstructed cans will not be collected' - meaning bins blocked by parked cars, snow piles, low-hanging branches, or other obstacles are skipped, and the resident must wait until the next scheduled pickup. After collection, the empty container must be removed from the curb 'promptly' and stored out of public view between collections. Visible storage in the front yard between collection days is a Chapter 15 property-maintenance violation. Multi-family buildings of 5+ units must use private dumpster service with a NJDEP-permitted hauler; dumpsters in multi-family settings must be screened on three sides per Chapter 37 zoning.
$25 - $250 first offense for setting bins out too early, using non-approved containers, or storing visible bins between collections. Repeat violations carry $200+ fines and possible referral to the Health Department.
