Section 220-1 C(3) fixes where carts belong: in the area between the sidewalk and the curbline in front of the premises, or adjacent to the paved roadway where no curb exists, or at the rear of the premises for alley pickup. Carts must be aligned so the pickup bar faces the street with no obstruction between the cart and the street or other objects, and the City or its collection contractor may set further placement rules from time to time. on the scheduled collection day and no more than 24 hours ahead of the customary pickup time, which keeps carts off the curb outside a roughly one-day window.

The carts themselves remain the property of the City's collection contractor under § 220-1 D(1), not the resident, and stay assigned to the residential unit through changes in ownership or occupancy; residents are responsible for keeping carts clean and the lid shut except when depositing or removing material, and must pay to replace a cart that is lost or stolen, though carts broken by normal wear are fixed or replaced free. Only carts, not other containers, may be used for refuse or recyclables under § 220-1 C(2).
