Residents must place city-issued carts curbside no earlier than 3:00 PM the day before the scheduled collection and must retrieve them by midnight on the day of collection. At all other times, carts must be stored at the side or rear of the property, out of public view from the street. Carts must be positioned with the handle facing away from the street, away from vehicles, mailboxes, poles, and other obstructions, with lids fully closed. The Solid Waste Division and Code Enforcement enforce compliance.
Violations of Chapter 19 solid waste placement rules are Class 4 misdemeanors punishable by a fine up to $250.
