Newport News City Code Chapter 19 (Solid Waste, Litter and Recycling) governs bulk waste collection. Bulk waste and brush/vegetative debris are collected biweekly on the resident's assigned day, on alternating weeks (bulk one week, brush the next). Residents must place materials curbside no earlier than 3 PM the day before collection and no later than 7 AM on collection day. The combined total of bulk and vegetative waste may not exceed 6 cubic yards per collection. Bulk and vegetative waste must be kept in separate piles. Prohibited items include concrete, bricks, drywall, automotive parts, and contractor-generated debris. A Recovery Operations Center (ROC) accepts additional materials by appointment. Violations are Class 4 misdemeanors.
Violations of Chapter 19 are Class 4 misdemeanors: fines range from $10 to $250. Common violations include exceeding the 6 cubic yard limit or placing prohibited contractor waste curbside.
