Palm Beach Gardens, FL Trash & Recycling: Bin Placement Rules (2026)

Section 54-58, in Chapter 54's Article III on collection, is the city's default rule against storing garbage or trash containers in public view. The general rule bars keeping a container upon or adjacent to any street, sidewalk, parkway, front yard, side yard, or other place within view of persons using the city's streets and sidewalks, with narrow exceptions for the act of setting out for collection. Under subsection (1), containers may not be placed for collection earlier than 12:00 noon on the day before the premises' customary garbage and refuse collection day, must be set within six feet of the street or just inside the public walk, and must be removed from that spot the same day collection occurs, so a resident cannot leave a can at the curb for days surrounding pickup.

Subsection (2) lets an owner or occupant build a permanent bin, pit or other structure to hold containers, but only on the owner's own premises and never on a parkway or public walk, and requires it to stay clean, sanitary and sightly; commercial trash bins built under this provision must have lids and access doors and sit on the owner's property adjacent to the right-of-way or accessible for direct loading by city vehicles. Chapter 54's enforcement section, Sec. 54-37, makes noncompliance with any provision of the chapter unlawful, treats each day of violation as a separate offense, and lets the director of public works, director of utilities or a code enforcement officer issue a citation, exposing a violator to the Code's general $500.00 fine or 60-day jail penalty under Sec. 1-18.
