Under Section 2-6-03.B.3.C, all solid waste in the unincorporated county must be placed and kept in refuse receptacles or detachable containers, and those containers must be kept covered at all times with tight-fitting covers until the waste is disposed of; there is no exception for short-term outdoor storage between pickups. Commercial establishments carry a further duty under Section 2-6-03.B.7.A: they must store refuse in receptacles or containers that eliminate wind-driven debris and litter, using refuse receptacles, bulk containers, or detachable containers, and must clean up spillage and overflow immediately when it occurs.

Loading and unloading areas need enough containers to hold loose debris, paper, and packaging under Section 2-6-03.B.7.A.2, and drive-in restaurants and other carry-out food establishments must keep sufficient receptacles on site at all times under Section 2-6-03.B.7.A.3. Commercial haulers face their own duty at Section 2-6-03.B.4 to use vehicles with tight covers that stop liquids and solid waste from escaping onto roads or private property. Code Enforcement Officers in the Planning and Development Department and the Sheriff's Office inspect properties and issue warning letters, warning citations, or citations under Section 2-6-03.C.
