Sampson County, NC Trash & Recycling: Pickup Rules & Schedules (2026)

Under the General Solid Waste Management Ordinance, effective February 2, 2026 and adopted under N.C. Gen. Stat. §153A-121 and §153A-136, the County owns the convenience/recycling centers spread across Sampson County, currently run by Waste Industries, LLC dba GFL Environmental (Sec. 3-1-06(a)). Residential generators may use the Convenience Sites, but non-residential generators and commercial haulers are barred from them and must haul directly to the GFL-operated Sampson County Landfill or another disposal site approved by the State of North Carolina (Sec. 3-1-06(a)). Sec. 3-1-08 limits lawful disposal to three paths: placing approved residential household waste in approved Convenience Site containers, placing acceptable waste in an Approved Disposal Site including the Landfill, or using any other state-approved method; any other disposal method, including illegal dumping, is prohibited.

Transport vehicles and containers, whether commercial or personal, must be covered, leak-proof, and loaded so contents cannot fall, leak, or spill; commercial collection vehicles must also meet NCDOT construction standards, and any spillage not immediately cleaned up is treated as litter (Sec. 3-1-07). The North Carolina Department of Environmental Quality's Division of Waste Management and the U.S. EPA regulate operation of the Convenience Sites and Landfill (Sec. 3-1-06(a)). The Sampson County Landfill Franchise Ordinance (Sec. 3-2) and the separate Ordinance Regulating Storage, Collection and Disposal of Solid Wastes (Sec. 3-3) control if they conflict with these provisions (Sec. 3-1-06(c)).
