Springfield, OR Trash & Recycling: Bin Placement Rules (2026)

Springfield's mechanized cart service is optional, not mandatory: under Municipal Code section 4.410(5)(a) the franchised hauler may offer 90-gallon rolling carts by mutual agreement with the resident, and section 4.410(6)(a) similarly allows a 60-gallon rolling cart option. Either way, placement duties fall on the resident. Section 4.410(5)(b) makes the resident or householder responsible for wheeling the 90-gallon cart to curbside, and section 4.410(6)(b) imposes the identical duty for the 60-gallon cart; both subsections add the same flat prohibition that "no receptacles shall be placed in the street right-of-way." A resident who skips curbside placement is not just risking a missed pickup: section 4.408(2) lets the licensee bill that address at the higher "three cans" rate instead of the cart rate whenever the cart is not wheeled to the curb as required.

Standard, non-cart garbage cans are governed separately by section 4.410(1), which requires each household to furnish its own closed can, box, or comparable receptacle, capped at 32 gallons for a standard can and barring any sunken receptacle. Development and Public Works administers the franchise agreement that sets these placement terms, and the same right-of-way restriction protects sidewalks and streets from obstruction citywide. This curbside rule is specific to the City of Springfield, Oregon's own franchise ordinance in Lane County and does not apply in Eugene, unincorporated Lane County, or any other Springfield.
