Springfield, OR Trash & Recycling: Recycling Rules (2026)

Section 7.346 of the Springfield Municipal Code, part of the rental-property licensing article (§§ 7.340 to 7.346), requires every person establishing, maintaining or operating a rental with four or more units to provide a location for placing recycling containers, and that location must comply with the applicable requirements of the Springfield Development Code rather than the municipal code alone; the Development Code's own screening and storage standards for garbage and recycling areas apply, including rules on placement relative to front yards and residential property lines.

The section was added by Ordinance No. 6070 in 2003 and amended by Ordinance No. 6269 in 2011, according to the code's own history note. It works together with § 4.410(7), which separately obligates the city's licensed garbage haulers to give every customer the opportunity to recycle and to supply at least one recycling container to each rental property owner covered by § 7.340; § 7.346 is the property-side companion, making sure a four-plex, apartment complex or rooming house has an actual designated spot built to code for that container once the hauler provides it.

Because § 7.346 sits inside the rental licensing article, a rental operator's compliance with it is reviewed alongside the base § 7.342 license, and the general rental license standards in §§ 7.000 to 7.006, including periodic inspection by the chief of police, chief of fire and life safety, or community services manager under § 7.003, apply to the property as a whole.
