Springfield, OR Trash & Recycling: Recycling Requirements (2026)

Section 4.410 of the Springfield Municipal Code governs residential garbage receptacles and, in subsection (7), requires every licensed hauler to give its customers the opportunity to recycle, tying that duty directly to Oregon's opportunity-to-recycle statutes, ORS 459A.005 through 459A.085 (the renumbered former ORS 459.165 to 459.200) and ORS 459.250, including the specific program elements listed in ORS 459A.007. The section singles out rental housing: haulers must provide at least one recycling container to each owner or operator of a rental as defined in § 7.340, so tenants in Springfield's four-plexes, apartments, and rooming houses have a container available even though the property owner, not the resident, is the hauler's customer of record.

Compliance also runs through the Oregon Department of Environmental Quality's rules adopted under those statutes. The recycling duty sits alongside the city's other receptacle rules in § 4.410: standard 32-gallon garbage cans cannot exceed 60 pounds when full, and residents may instead use 90-gallon or 60-gallon mechanized rolling carts, for which the hauler must likewise provide the opportunity to recycle under subsections (5)(a) and (6)(a). Haulers operate under a license issued through §§ 4.400 to 4.430, and only a licensed or franchised hauler may collect garbage, refuse or recyclable waste on Springfield streets under § 4.418.

Any covered rental of four or more units has a parallel, property-specific obligation under § 7.346 to provide a location for the recycling containers that meets Springfield Development Code standards.
