St. Louis dumpsters and refuse carts must stay in the rear yard or alley service area. Carts cannot block alleys, sit on sidewalks, or be left in front yards. Loose refuse outside the container is a code violation under Title 11.
Title 11 of the St. Louis City Revised Code and Refuse Division operating rules require refuse dumpsters to remain in designated alley pads or rear service areas. Wheeled carts, where issued, must be set at the designated pickup point no earlier than the evening before collection and returned to the rear yard within 24 hours of pickup. Containers placed in the public way, on sidewalks, or in the front yard violate the code and can be tagged by refuse inspectors. Dumpster lids must remain closed and enclosures must be maintained by the property owner. Rolling a dumpster into the alley roadway itself or blocking an alley is separately a traffic obstruction under Title 17.
Improper placement results in warning notices, then $100 and up daily fines under Title 11. Repeated overflowing can lead to loss of service at a shared dumpster.
