Under Revised Code § 11.02.125, the Refuse Division collects residential refuse only when it is prepared and placed as the code requires, on collection days the Refuse Commissioner sets: the code fixes no single citywide day, so it varies by route, and the Commissioner also sets collection points not otherwise designated. Service is not optional: § 11.02.127 charges every dwelling unit a $14.00 monthly solid waste services fee, billed through the Collector of Revenue alongside water service, unless the owner shows the Refuse Commissioner that a permitted private solid waste contractor already provides adequate collection equipment and service. The Commissioner keeps verifying that exemption and can revoke it if private service lapses.
