16(F), covering residential solid waste containers, sets the timing and location rules for putting a cart out for roadside collection. the evening prior to collection, unless otherwise specified by the County Manager. Division (3) governs where the cart must sit: it shall be placed as close to the roadway as possible and in a location clear from vehicular traffic, and shall not prohibit pedestrian movement, and must be clearly visible and accessible for collection, and free from any obstructions including but not limited to trees, shrubbery, walls, fences and vehicles, with the County Manager holding authority to designate the collection site if a location is disputed.

Division (1) separately requires that residential solid waste be bagged: containers or bags must meet contractor specifications, stay tightly secured against scattering, and hold sharp or heavy items in something other than a plastic bag. A resident who misses these requirements, under division (4), is responsible for storing the waste until the next scheduled collection day or hauling it to an approved disposal facility rather than leaving it out.
