Section 46-41(a) requires occupants of single-family homes, apartments, condominiums and other multi-family units not served by a commercial container to place refuse receptacles, rubbish and bundles at roadside locations on their assigned collection day, positioned so they do not block passage, and forbids setting them out before dusk on the day before collection. Section 46-41(b) requires occupants to move containers back to a storage location closer to the residence than to the street within a reasonable time after the contents are collected, so carts cannot sit curbside indefinitely.

Section 46-41(c) bars letting refuse accumulate excessively or unsightly on the property or the public thoroughfare bordering it. Section 46-41(d) makes it a violation to set out hazardous waste for collection at all, and section 46-41(e) requires trash to be in receptacles, with no open containers or untied plastic bags accepted by the licensee. Section 46-41(f) extends the same weekly pickup to properly containerized recyclables placed curbside. Section 46-41(j) relieves an owner of collection charges for any period of 30 or more consecutive days that a property sits vacant, provided the owner notifies the servicing licensee in writing in advance.

Section 46-40(b) lets a resident who is fully disabled, with a physician's certificate on file, skip hauling the container to the curb altogether, and licensees may adopt reasonable rules for non-curbside pickup for elderly and disabled customers.
