Waterloo, IA Trash & Recycling: Bin Placement Rules (2026)

Section 4-4-6(A)(1) prohibits placing refuse or trash in any street, median strip, alley or other public place of travel, and bars placing it on private property except as the storage rules elsewhere in the chapter allow. Subsection (A)(2) separately bars putting refuse, trash or containers on a storm drain, or close enough that wind or water could pull the material into it. Subsection (A)(3) declares any unauthorized accumulation of garbage, refuse or yard waste on a lot, public street, alley or other public or private place a public nuisance, and makes an owner's or occupant's failure to remove it a violation of the chapter in its own right.

The same section reaches beyond loose trash: subsection (A)(4) makes it unlawful to leave dilapidated, rusted, wrecked or inoperative furniture, appliances, machinery or building material outside a building, and anything left for ten days after a notice of violation is presumed abandoned and can be removed by the city without further notice, though the code enforcement officer can extend that window based on weather or the type of item. Subsection (A)(5) requires the lock or door removed from any discarded appliance or container with an airtight seal left where children can reach it, unless it is crated or strapped at the rear of the building out of a child's reach. Enforcement of the whole chapter rests with the city's code enforcement officers under § 4-4-3(A).
