Waterloo, IA Trash & Recycling: Dumpster Rules (2026)

Subsection 4-4-6(B), titled "Business Establishments," requires every business in the city to store its refuse in containers "as specified herein so as to eliminate wind driven debris and unsightly litter in and about their establishments." The code names three approved containerization methods: ordinary refuse receptacles, bulk containers and detachable containers, which covers everything from a standard trash can to a commercial dumpster or roll-off box. Rather than fix a single container count for every business, the ordinance leaves that number to the health department, which sets what is required to maintain clean, neat, sanitary premises for each establishment based on its own operation.

This business-specific storage duty sits alongside the general placement rules in subsection (A): a dumpster or bulk container still cannot be placed in a street, alley or other public travelway, or close enough to a storm drain to let debris wash in, and an overflowing or improperly maintained container becomes an unauthorized accumulation and a declared public nuisance under (A)(3). Enforcement runs through the city's code enforcement officers under § 4-4-3(A), the same officers who administer the rest of the solid waste chapter, and a business that lets its dumpster area become a nuisance faces the same abatement order and cost-assessment process as a residential property owner would.
