Westminster, CO Trash & Recycling: Bin Placement Rules (2026)

Section 8-1-11(B), within Title VIII's property maintenance chapter, governs household trash containers rather than the dumpster provision in the adjoining Section 8-1-5. All household trash must be stored wholly contained in a liquid-tight container with a tight-fitting cover. Outside of collection day, no more than eight containers may be stored outdoors, and none may sit in a front yard, in a side yard facing the street, or in a backyard facing the street. On collection day itself there is no cap on the number of containers set out, but they cannot be placed at the curb sooner than 24 hours before scheduled trash removal service; plastic bags and cardboard boxes count as acceptable containers only for that same-day placement, and every container must be returned to its permitted storage location within 24 hours after service.

The adjoining subsection (C) separately caps how long junk or debris can sit in a trailer or truck bed at 14 days, unless kept fully covered and secured, and subsection (D) makes it unlawful to place trash in another person's private trash receptacle without permission. Enforcement of Section 8-1-11 runs through Section 8-1-16, which authorizes a fine under the general penalty section and treats a violating property as a public nuisance abatable after notice to the responsible party.
