York County, VA Trash & Recycling: Bin Placement Rules (2026)

Section 19-64(a) gives each household one solid waste container and one recycling container from the county, capping residential service at four total containers unless the County Administrator authorizes more; qualified small businesses can have up to six. Under subsection (d), every container must sit near the edge of the pavement or road so the truck's automatic arm can grab it, with the lid opening turned toward the street. Section 19-66(a) then governs when containers can be at the curb: they must be out and ready for collection before 7 a.m. on the scheduled day, they cannot be set out more than twelve hours ahead of the regular collection time, and they have to come back off the roadside no later than midnight of collection day.

Households with driveways longer than 300 feet may keep containers in an approved enclosure near the road instead, as long as the enclosure meets county ordinances and the containers still reach the roadside for pickup under this section. Occupants who cannot physically place containers at the curb because of medical reasons or advanced age can apply to the County Administrator for an exemption and an alternate pickup location under subsection (d), and the county also offers paid backyard and long-driveway service under subsection (e) for driveways over 150 feet. Containers cannot be filled past capacity or exceed 240 pounds, and loose bags set outside a container are not picked up.
