Multi-family complexes: one free pickup of up to 5 items per unit per year (3-unit building = 3 free pickups). Additional pickups or items above the limit are billed directly by Waste Resources. Eligible bulky items: furniture, mattresses, appliances (white goods), large yard waste, wood, clothing — anything that two people can safely lift. Refrigerators/freezers may require separate handling for refrigerant capture (Cal. Health & Safety Code §41960 et seq.). E-waste (TVs, monitors, computers) must go through a certified e-waste collector under the Electronic Waste Recycling Act (PRC §42460 et seq.); contact Waste Resources for options. Hazardous waste (paint, motor oil, batteries, pesticides) is NOT accepted as bulky — use LA County Household Hazardous Waste roundups.
Placing bulky items at the curb without scheduling a Waste Resources pickup is illegal dumping under CMC Art. 5 Ch. 2 and Cal. Penal Code §374.3 (mandatory fine $250-$1,000 first offense, $500-$1,500 second). Abandoning items on a vacant lot, alley or sidewalk is enforceable by Carson Code Enforcement and the LA County Sheriff's Carson Station.
