Placing bulky items at the curb more than 12 hours before a scheduled pickup, or leaving them out more than 12 hours after, violates EMC 16.05.110(c). Dumping bulky items in the right-of-way without a scheduled collection can constitute unlawful dumping under EMC 16.05.680. Chapter 16.05 violations are misdemeanors.
