Eastvale requires every premises to subscribe to solid waste service or obtain a self-haul permit (EMC 16.05.100), with collection at least once per week (16.05.130). The city's exclusive franchised hauler is WM (Waste Management), which provides weekly trash, recycling, and organics collection. Carts must be out by 6 a.m. on the collection day.
Trash service in Eastvale is mandatory and franchised. Under EMC Section 16.05.100, the person in charge of any premises must either "make arrangements with a solid waste franchisee for solid waste handling services" or "obtain a self-haul permit from the city," and "a violation of this section is a misdemeanor." Section 16.05.130 requires disposal at least once per week (less-than-weekly only when a premises is temporarily unoccupied). The city awards the franchise under Sections 16.05.200-16.05.210: it is a violation for any unauthorized person to collect solid waste, and the city council may award exclusive franchises. Eastvale's current franchised hauler is WM (Waste Management), with citywide service that began July 1, 2022; residents and businesses set up service by contacting WM Customer Care at (800) 423-9986. WM provides weekly curbside collection of trash, recycling, and organics. Operationally, WM directs residents to place the cart at the curb with wheels against the curb by 6:00 a.m. on the collection day, maintain at least three feet of clearance from parked cars, mailboxes, and obstacles, not overfill the cart (the lid must close), and remove the cart the same day. Collection is delayed one day when the pickup day falls on New Year's Day, Memorial Day, Independence Day, Labor Day, Thanksgiving, or Christmas. The mandatory-service and franchise rules are Eastvale city law; the day-of-week schedule and cart logistics are set by WM.
Failing to subscribe to franchised service or obtain a self-haul permit is a misdemeanor (EMC 16.05.100). Disposing less than weekly while occupied violates 16.05.130. Using an unauthorized hauler violates the franchise rules (16.05.200). Chapter 16.05 violations are misdemeanors under EMC chapters 1.01 and 8.17.
