Article VII (Prohibited Acts) protects the system: Section 16.05.600 prohibits anyone other than the resident or the franchisee from removing solid waste or recyclables from a container (anti-scavenging), and Section 16.05.660 prohibits placing materials in another person's container without permission. The mandatory three-container and contamination rules are Eastvale city law layered on top of California's AB 341 and SB 1383 mandates.
Placing prohibited contaminants in the recycling or other carts (EMC 16.05.510), failing to provide mandatory commercial/multifamily recycling (16.05.430), or scavenging recyclables from carts (16.05.600) are violations.
