EMC Section 16.05.110 sets when and where Eastvale carts may be placed. Containers may not go to the curb more than 24 hours before pickup and must be removed within 24 hours after, and must otherwise be stored out of view from the public right-of-way. WM advises curbside set-out by 6 a.m. with three feet of clearance.
Eastvale regulates curbside cart placement directly through EMC Section 16.05.110. Subsection (b) ("Placement for collection") states that "no person shall place a container in a public right-of-way for collection... more than 24 hours prior to the normal collection time," and that "containers placed in a public right-of-way for collection shall be removed from the right-of-way within 24 hours after collection." Subsection (c) ("Storage") adds that, except while set out for collection, "no container shall be visible from the public right-of-way," so carts must be screened or stored between pickups. Bulky-item placement is tighter: items may be placed adjacent to the street no more than 12 hours before the scheduled collection and must be removed and stored out of public view within 12 hours after. WM's operational guidance complements these rules: place the cart on the street with wheels against the curb by 6:00 a.m. on the collection day; keep the cart at least three feet from parked cars, mailboxes, and other obstacles so the truck can reach it; do not overfill (the lid must close tightly, or overflow may not be collected); and remove the cart the same day. The 24-hour and 12-hour windows and the storage/screening requirement are Eastvale city law; the 6 a.m. set-out time and three-foot clearance are WM service requirements.
Setting carts out earlier than 24 hours before pickup, leaving them out more than 24 hours after, or storing them visible from the public right-of-way between collections violates EMC 16.05.110. Overfilled carts or material left outside the cart may not be collected and could incur a charge. Chapter 16.05 violations are misdemeanors.
