Bulky items should be scheduled through the hauler and not dumped at the curb outside the program; illegally dumped or accumulated large items are 'rubbish' and 'refuse and waste' under County Code Sec. 3-13-2 and Sec. 3-13-3(f)(3), which makes keeping refuse/waste on a property more than 7 days a declared nuisance subject to abatement and lien. Broken or discarded furniture/appliances stored in front or side yards visible from the street over 7 days is also a nuisance (Sec. 3-13-3(f)(5)(c)).
