Under § 91.65(D), no bulky item may be set out for municipal curbside collection except as permitted by regulations the Department of Public Works promulgates. Section 91.66(G) separately authorizes the Public Works Director to establish special collection programs for bulky items, overflow materials, and emergency debris, allowing alternative containers or placement methods for those programs.
