Under Municipal Code 7.36.115(A)(4), the annual bulky collection is scheduled directly between the resident and the hauler and its cost is built into the basic service charge, not sold as an add-on. Extra loads are "on demand": the price is negotiated with the hauler, and the code requires collection within two working days of the request. Bulky waste means non-putrescible items too large for a cart, including appliances, furniture, tires, large auto parts, trees, limbs, and stumps. The city supplements this with the annual Recycling Extravaganza, a mattress donation program, and construction debris drop-off events. Haulers need no permit to run bulky or construction-debris hauls.
Enforcement runs against the hauler's permit, which the Administrator may suspend, modify, or revoke after a hearing.
