Overland Park, KS Trash & Recycling: Dumpster Rules (2026)

100 governs dumpster and roll-off screening for any residential project with multi-family dwellings, any non-residential project in a residential district, and all commercial and industrial projects. Under subsection A, trash containers, trash compactors, roll-off recycling containers, and any grouping of three or more recycling containers, or any recycling container larger than 10 cubic yards, must be screened from public view on all four sides with a solid masonry wall and a gate of compatible, durable, low-maintenance material, plus landscaping. Screening plans go to the Director of Planning and Development Services or a designee for approval; the Planning Commission can approve alternative durable materials besides masonry through the Final Development Plan process.

Subsection B carves out a lighter path for recycling containers of 10 cubic yards or smaller: they can skip the masonry-wall requirement if located at or behind the front building line and screened 80% or more from adjacent residential properties and public rights-of-way, or set back 150 feet or more from those properties and rights-of-way. Where screening is still required under that path, it may be a solid fence, wall or gate of cedar, redwood, masonry, vinyl, steel, an earthen berm, or landscaping, and fencing may require a separate building permit.

Such containers must sit on a paved or solid surface, are capped at two per property grouped at one location, cannot collect hazardous materials such as paint, chemicals or glass, and cannot block normal site traffic circulation. If full compliance isn't practical, an applicant can submit an alternate screening plan to the Director for approval.
