170(A) requires the owner or occupant of every dwelling unit, and of every institutional, commercial or industrial establishment that produces Solid Waste or Recyclables, to keep sufficient and adequate containers on site to store it. Subsection (B) sets the storage standard: containers can't attract birds, rats, flies, mosquitoes or other disease vectors, can't create a fire, health or safety hazard, can't be unsightly, can't cause an off-site odor, and specifically cannot let waste infiltrate or pollute a natural streamway or the city's enclosed stormwater system, a rule tied to Overland Park's streamway network.

180(B) then sets the physical specification for the containers themselves: residential Solid Waste and Recycling Containers must be leak-proof and rain-proof, must stay closed except when depositing or removing material, must have tapered sides if they are reusable rather than disposable, must be built light but sturdy, and cannot exceed 96 gallons in capacity. The Administrator reviews sample containers before a hauler may distribute them to customers, and the hauler may set the maximum combined weight of a container and its contents for its own residential customers.

223 as materials reused or processed into a new product or an effective substitute for one, including paper, glass, plastic and metal, but the definition specifically excludes Yard Waste, which is collected and billed under its own separate rule. 180(E): they must be rain-proof, leak-proof, kept closed, and located on a well-drained, clean and sanitary storage site.
