Palm Coast, FL Trash & Recycling: Bulk Item Disposal (2026)

The City of Palm Coast Code of Ordinances defines bulk waste in Sec. 41-2 as accumulations of yard waste or junk requiring extra handling but not more than two people to lift, expressly listing white goods, furniture, television sets, small lawn equipment, grills and bicycles, while excluding motorized vehicles and motors such as cars, trucks, motorcycles and boat motors. Anything larger or heavier, or otherwise unsuited for normal disposal because of its size, weight or condition, falls outside that definition and outside routine curbside pickup.

Sec. 41-3 makes solid waste and recyclables collection mandatory for every property in the City and channels it exclusively through the franchisee awarded a City contract; residents cannot hire an outside hauler to remove bulk items on their own. Under Sec. 41-17(a)(14), collecting or transporting solid waste for hire without a City franchise agreement is itself a prohibited act. Bulk items set out for the franchisee must follow the same curb placement rules that apply to regular trash: materials may not be placed at the curb earlier than 6:00 p.m. the night before a scheduled collection day, per Sec. 41-17(a)(5).

Property owners cannot stockpile bulk waste indefinitely. Sec. 41-17(a)(16) makes it a violation, for reasons of health, safety and community appearance, to accumulate any solid waste, including bulk waste, for longer than seven days on public or private property. If an owner does not remove nonconforming waste within 24 hours of City notification, Sec. 41-17(b) allows the City to order the removal itself and charge the cost back to the property owner.
