Sec. 41-10(a) requires solid waste and recyclables storage facilities in every zoning district to comply with land development regulations and be screened by the owner to "completely conceal such facilities from the view of the general public," with screening six feet high measured from the top of the pad and matching the color and architecture of the adjoining structure; enclosures cannot sit on public right-of-way. Subsection (b) requires a corner-lot enclosure in the front or side yard, if detached from the main building, to be landscaped on three sides with a four-foot visual barrier of low-maintenance, long-life vegetative and structural materials, and requires dumpsters to be disinfected weekly by the franchisee.

Subsection (c) requires enclosure doors and openings to stay closed except during loading and unloading, calling it "prohibited and unlawful" to leave them open, and requires 12 feet of paved access placed directly adjacent to the enclosure, with a 55-foot straight-line maneuvering distance from the front of the screening for dumpster trucks; accessing the facility over an unpaved yard area is also unlawful. Subsection (d) requires gates of compatible, non-wood material at least four feet wider than the dumpster, with a 90-degree swing and a gate-stop mechanism, kept closed except during loading and unloading. Subsections (e) and (f) put maintenance and containment duties equally on the property owner and any business operator using the site.
