The city exercises that authority in Section 4-167(f), which fixes the actual timing window residents must follow around the collection day: containers can be placed at the curb no more than 24 hours before 12:00 noon on the day scheduled for pickup, and must be removed from the collection location and the front yard no later than 24 hours after noon on the day they were actually collected.
