Gulfport, MS Trash & Recycling: Recycling Rules (2026)

Section 4-167(c) sets the content and condition standard for recyclables once they are in an approved recyclable material container: all recyclable materials must be free of contamination of any kind, of foreign substances, or of any contents that are supposed to be recycled but are mixed with non-recyclable waste. The subsection then addresses the physical state of the container itself: recyclable material containers placed for collection cannot be overfilled, cannot contain broken glass or other items that are not adequately contained, and cannot be loaded or damaged in a way that would either prevent free discharge of the contents or risk injuring the person manually emptying it.

This is a distinct rule from the container-type mandate in Section 4-167(a); subsection (c) governs what condition the recyclables must be in and how the container must be loaded, regardless of which container type is being used. It works alongside Section 4-167(e)'s general rule that all refuse capable of holding water must be drained before being placed in any container, since a broken-glass or overfilled recycling bin creates the same collection-worker injury risk the code is targeting throughout Section 4-167.
