Haverhill, MA Trash & Recycling: Collection Schedule (2026)

Under City Code § 173-4, the Superintendent of Highways has charge of caring for and clearing streets and ways, while the Board of Health, unless the work is provided for by contract, has charge of removing and disposing of all refuse and of collecting, removing and disposing of house dirt, ashes, waste and rubbish (except swill and offal) from estates, and may make its own rules and regulations for that work as it deems proper and necessary. Section 173-5 builds mandatory service into that framework: no one may place or leave on any street, sidewalk or public place any box, can, crate, barrel or similar item except approved receptacles containing house dirt, paper, rubbish or ashes, and even those approved receptacles may only go out on the day or days the Board of Health has appointed for regular collection in that part of the City.

Materials in those receptacles must be packed so nothing blows or spills onto streets, sidewalks or neighboring property, and the containers themselves must be promptly removed once collection is finished. Section 173-5C requires that paper be kept separate from other materials and offered for collection in its own containers, an early recycling-separation rule inside the general trash ordinance. Complementing this, § 173-9 separately requires tenants, occupants, or owners in the Commercial Central (CC) zoning district to keep abutting sidewalks free of trash, garbage or refuse at all times, enforced by the Board of Health.
