Haverhill, MA Trash & Recycling: Recycling Requirements (2026)

The Division of Natural Resources was established under Section 32-24 and sits under the Mayor's direct control and management, with day-to-day supervision by the Director of Natural Resources per Section 32-25. The same Director also handles parks and playgrounds under Section 32-26 and doubles as the City's Tree Warden under Section 32-27, responsible for the conservation and preservation of Haverhill's trees. Section 32-28 then gives that Director oversight and supervision of the recycling program as a whole, but carves out one specific exception: curbside pickup of recycled items remains under the control of the Board of Health rather than Natural Resources.

Because curbside recycling sits with the Board of Health, it connects to that Board's broader authority over solid waste; Section 11-38 lets the Board contract for removal and disposal of the City's garbage and supervise its dump or dumps, and any recycling-related rule the Board adopts and publishes takes on the force and effect of a City ordinance under Section 11-33, with violations punished using the fines and penalties set for breaking any section of the Code. Article IV of Chapter 32, which houses Section 32-28, was originally adopted in 1973 by Doc. 362 and then amended in its entirety on July 10, 2007 by Doc. 76, which is the current text in force.
