Iowa City, IA Trash & Recycling: Collection Schedule (2026)

Iowa City Code 16-3H-8(A)(1)(a) makes the City the exclusive collector of residential refuse, collecting once per week whenever reasonably possible, and it flatly states that private collection of residential refuse is prohibited. The responsible party, defined in 16-3H-2 as the account holder for water, sewer or solid waste service, is billed for collection and disposal at the rate set in the fee schedule under Title 3, Chapter 4 of the Code. The Director may exempt a dwelling from mandatory city collection under 16-3H-8(A)(1)(b) only where that dwelling and an adjacent commercial-waste-generating establishment operate as one unified complex of buildings.

This mandatory-service model applies to single-family, duplex, triplex and fourplex dwellings and qualifying home occupations, defined as residential refuse under 16-3H-2; larger complexes with more than four dwellings fall under commercial solid waste rules instead and arrange collection privately. Downtown properties face a separate rule: 16-3H-8(D)(4) requires every owner or operator of downtown property to contract with a commercial waste hauler for refuse and recycling collection, rather than relying on the City's residential route, and to provide the City a copy of that contract within three calendar days of request.
