Iowa City, IA Trash & Recycling: Dumpster Rules (2026)

City Code section 16-3H-7C governs where solid waste containers can sit. Commercial refuse containers and large-scale residential recycling containers must be stored on private property unless the property owner has a written agreement with the director to use public property. Containers cannot be placed in the area between a building and the street, including the strip commonly called "parking" between the curb and the property line; if there is truly no other option, the director can approve that location only if the container is properly screened, and any container within 50 feet of a street right of way must be screened from view of that right of way regardless.

Every storage site must be well drained and fully accessible to collection equipment, public health staff, and fire inspectors. If a container becomes a nuisance, the city can require the whole storage area to be enclosed by a fence or structure to stop litter. Separately, the zoning code's accessory-use standard at section 14-4C-2Q requires that any outdoor dumpster area comply with the solid waste rules in title 16 and be screened from view of adjacent properties and the public right of way to the S3 or S5 screening standard.

Downtown Iowa City layers on an additional permit requirement under section 16-3H-7D: no one may place or maintain a solid waste container in the downtown public right of way without a permit issued under the resolution-based container permit system, and downtown property owners must contract with a commercial hauler for collection.
