Iowa City Code 16-3H-10(A)(1) prohibits any person from throwing, sweeping or depositing litter on or upon any public place in the city, except into public receptacles or authorized private receptacles for collection and disposal. Subsection (A)(3) extends the same ban to private property, prohibiting anyone from throwing or depositing litter on private property whether they own it or not, while allowing the property's owner or operator to keep authorized private receptacles as long as litter is prevented from blowing onto streets, sidewalks or other property.
Subsection (A)(2) separately targets vehicles: no truck may be driven with a load that drops, sifts, leaks or otherwise escapes onto a state highway, county road or city street, and vehicles may not track substantial and unreasonable quantities of mud or gravel onto paved streets. Subsection (B) closes the loop on the City's own infrastructure, requiring anyone using a public or authorized private receptacle to do so in a way that prevents the waste from being carried off by wind or weather, and it specifically forbids placing residential refuse in solid waste containers owned by the City.
Litter itself is defined broadly in 16-3H-2 as garbage, rubbish, trash, refuse, waste materials or debris.
