020(A) makes solid waste collection mandatory: all persons and properties in Kent must use the city's contracted collection system, and it is unlawful for anyone not authorized by the city to haul solid waste through city streets. Occupied properties must carry at least the minimum level of residential or commercial service and pay the associated charges; if a customer does not sign up within 30 days of occupying a property, the city or collection company automatically bills them for the minimum service level. The director of public works may grant an exemption only on annual proof that a property produces no solid waste, or that a residential customer already carries commercial service through a Kent business.

Two narrow carve-outs exist: commercial and industrial establishments holding prior self-haul permits may continue hauling their own waste (fees of $100/month for under 150 tons, or $7,500/month for over 150 tons, with weekly hauling required), and customers may occasionally self-haul limited amounts to an approved King County disposal site, though this does not exempt them from the mandatory service payment obligation. , unless the director approves otherwise in writing, with solid waste picked up at least once per month (minimum service) or once weekly (regular service); the city can force a switch to weekly service if it receives complaints about accumulated waste.
