Kent requires garbage, recycling, and yard waste carts to be placed at the curb by 7 a.m. on collection day and returned to the property by end of day. Carts must not block sidewalks, bike lanes, or sight lines.
Kent regulates the placement of solid waste containers under Kent City Code 7.03.070 and the public right-of-way rules in KCC 6.07. On collection day, residents must place all carts (garbage, recycling, yard/food waste) at the curb or edge of the driveway by 7 a.m., with wheels facing the house and handles toward the street, and spaced at least 3 feet apart so Republic Services automated trucks can grab them. Carts may be set out no earlier than 6 p.m. the night before pickup and must be returned to a concealed storage location on the property by the end of the collection day. Permanent curbside storage is prohibited under KCC 7.03 and constitutes a property maintenance violation under KCC 8.01. Carts cannot block sidewalks, crosswalks, bike lanes, driveways, fire hydrants (15 feet), or vehicle sight lines at intersections. Multifamily and commercial dumpsters must be kept in an enclosed trash area per KCC 15.08 and cannot overflow into the right-of-way. Residents with physical limitations can request backyard carry-out service from Republic Services for an additional monthly fee. Contact Kent Code Enforcement at 253-856-5270 to report cart storage violations.
Leaving carts at the curb between collection days can result in a code enforcement notice and fines starting at 100 dollars under KCC 8.01. Carts blocking sidewalks or traffic can be moved at the owner's expense.
