The cart handle and wheels should face away from the street with the lid opening toward the curb. Between collection days, carts must be stored out of public view from the street fronting the property. Acceptable storage areas include side yards behind fences, inside garages, or behind shrubs that screen bins from street view. Storing bins permanently in front yards or driveways visible from the street can trigger property maintenance code violations. Apartment and condominium dumpsters must be kept within enclosed trash areas per zoning code requirements. Bins blocking sidewalks, creating ADA obstruction, or placed in the street travel lane can be cited as obstructions.
