040(A) requires collection companies to collect recyclable materials from residential and commercial multifamily customers who request curbside recycling at no extra cost as part of their solid waste service. Commercial customers who request recycling service are billed under the collection company's rates. The collection company bears all costs of removing and disposing of recyclables placed out for collection, and the section does not stop a resident from selling or giving recyclables to someone other than the collection company. Subsection (B) requires designated recycle containers to be placed at curbside, alleyside, or another location set by the director or the collection company, and backyard collection is not required except in special circumstances the director determines, including for disabled or elderly participants.
