130 carries Auburn's general disposal restrictions for recyclables. Subsection (A) bars depositing garbage, recyclables or compostables in any public street or public place, or on any private property regardless of ownership, unless the material sits in an approved collection container with its cover intact except while being loaded or emptied; it carves out a narrow exception letting residents compost vegetable waste, ashes, leaves, grass and plant cuttings on their own premises if the site avoids odor, exposed raw garbage, scattering or pest problems, while excluding nonputrescible garbage, animal wastes and fat-containing materials from that private compost exception.

Subsection (B) is the recycling-specific contamination rule: it is unlawful for any residential or commercial source to place nonrecyclable solid waste in, upon or at any container, location, recycle drop station, curb or area the city or its agent has designated for recyclable materials. 030(Z) and (AA) define "recyclables" as reclaimable materials such as paper fibers, metals, glass, plastics and organics separated out by the generator, and "recycling" as the process of transforming solid waste into reusable resources. Together these sections make Auburn's curbside recycling stream a controlled, single-purpose channel: putting the wrong material into a recycling cart, drop station or designated curb spot is a violation independent of any rule about the recycling program's mandatory participation.
