08, Enforcement of Chapter; Collection Regulations, makes the City Administrator or a designee responsible for enforcing Chapter 3 and controlling the storage, collection, and disposal of refuse citywide. The Administrator is authorized and directed to prepare and publish regulations covering the days of collection, the location of waste containers, and any other rules reasonably necessary for collection and disposal, but the section sets a hard floor: collection service can never be scheduled less often than once a week, regardless of what the published route schedule otherwise says.

To enforce that floor and the rest of the chapter, the Administrator and designees may enter any premises during reasonable hours to determine whether the chapter's requirements, including the collection schedule, are being carried out. 23's curb-placement rule, which tells customers where the container needs to be on the collection day the Administrator has set for that route.
