Madera, CA Trash & Recycling: Dumpster Rules (2026)

Madera Municipal Code § 5-3.30 applies to any construction, renovation, or demolition project done under a city-issued permit that generates eight cubic yards or more of debris by volume. The project must have C&D recycling bin(s) or roll-off boxes on site, mixed or source-separated, to capture the material for recycling rather than the landfill. The permittee, the hauler the permittee designates, or the recycler handling the load must send the City of Madera a monthly C&D report giving the construction site address, the weight of material hauled, the date it was hauled, the material type, the name and address of the recycling facility, and the facility's written assurance that at least 50% of the C&D material was recycled. The city supplies a standard reporting form, though other documentation is acceptable if city staff finds it complete.

Noncompliance carries real teeth: § 5-3.31 lets the city assess an administrative penalty of $1,000 per project against any property owner, developer, or individual who does not meet the recycling requirement, and every day the violation continues counts as a separate offense. The city will not sign off on final occupancy, subdivision acceptance, or the demolition permit until the fees are paid in full.
