That exclusivity is enforced through the location-permit system in § 9-56-25: the director may not authorize private collection for single-family homes, duplexes, triplexes, quadruplexes or boardinghouses on dedicated city streets, the city keeps those exclusively, but apartment buildings of eight units or more, churches, institutions, commercial and industrial establishments may contract with a licensed private hauler once the director issues a location permit.
