Every resident's placement duty comes from § 46-14A(1): each owner, lessee or occupant of a residence must separate Acceptable Waste from other waste and put it in a suitable container at curbside for a Collector, defined broadly enough in § 46-2 to include Villages running their own Village-owned sanitation vehicles. On the operations side, § 46-8 governs how and when collection happens: vehicles must be maintained and loaded to prevent spillage, drains must stay closed while trucks operate, and operators must exercise care to avoid unnecessary noise.

, town-wide, unless a Village has adopted its own rule, regulation or ordinance allowing different hours for its own collection operations. Vehicles collecting in the Town must also be numbered, lettered and weighed under § 46-9, and each container must display the Licensee's name, phone number and Town license number, so residents can identify who is servicing their block.
