010 makes refuse service mandatory: the owner of any dwelling used for human habitation must arrange for residential refuse waste collection, and all curbside collection is provided by Provo City itself (multi-unit dumpster or roll-off service is arranged separately by the property owner). The Public Works Department can require an owner to provide up to 95 gallons of refuse capacity per week per dwelling. Owners are billed monthly under the Consolidated Fee Schedule for whatever sanitation service they receive, or for a single garbage container if they opt out of city sanitation service, unless water/sewer/refuse has been properly terminated or the owner has a commercial hauler contract.

Contracts signed before November 1, 2011 were grandfathered, with any expiring before November 1, 2012 extendable to that date. 030: the City must collect from each dwelling's container at reasonable times and places not less than once each week, and every violation of the collection rules in that section is a class B misdemeanor. Containers may only be city-issued, must go out at the curb where an automated truck can service them (unless the Director agrees otherwise), and residents pay the regular monthly container fee regardless of whether they actually use it that week.
